Senior PMO accountable for end-to-end orchestration of China D&T portfolio across 4 key pillars:
(1) Tech Business Partner (demand shaping & value adoption),
(2) Innovation & Delivery Lead (solution architecture, AI-native engineering, project delivery & BAU handover),
(3) Service Team (operation excellence)
(4) Eco Platform. Acts as the central hub ensuring seamless collaboration, budget governance (CAPEX/OPEX), performance tracking, and global alignment.
Key Responsibilities:
Cross-Pillar Orchestration & Portfolio Management, oversee end-to-end flow from demand shaping → solution design & delivery → BAU handover → operation excellence and value adoption tracking.
Manage interdependencies across 4 pillars, resolve gaps, and ensure seamless transitions between stages.
Establish portfolio KPIs, track performance, and drive accountability across all teams
Budget & Financial Governance, own CAPEX/OPEX budget planning, allocation, and variance analysis across all 4 pillars
Track financials, monitor ROI, and ensure compliant spend with Global standards
Drive business change management with local key stakeholders, track adoption and value realization
Process Standardization & Risk Management, define SOPs, delivery standards, and quality gates across the 4-pillar operating model
Identify cross-functional risks and drive mitigation actions
Scope of Accountability:
Direct business impact: Drive initiatives that power real commercial growth (e.g. Douyin, digital commerce, AI-driven engagement)
AI at scale: Move beyond pilots to real AI applications embedded in business processes
China innovation ecosystem: Work with leading platforms and partners (e.g. Alibaba, Tencent, Douyin ecosystem)
High visibility: Engage directly with senior leadership in China and globally
End-to-end ownership: From shaping ideas to delivering and scaling solutions.
Knowledge/ Education / Experience Required
A. Educational Background
List any academic or practical education that must be obtained to be qualified to perform this role. Requirements* listed in this section apply to any and all persons filling this role.
Bachelor’s degree, MBA or relevant technical degree preferred. Ideal candidate would have built an impressive hands-on career to date in an advanced, recognized and innovative environment.
B. Job-Related Experience
4 or more years of project management experience, with PMP, IPMP, or other project management certifications preferred.
Portfolio management with extensive project and program management skills leveraging Agile principles including developing and managing schedules, scope, budgets, resource plans, issues, and risk.
Service management of ITMS fundamental especially on vendor and resource management modelling and operations
Consumer focusing FMCG, Pharma, Digital transformation, multi-national company PMO experience is preferred.

Leadership thinking to accelerate business/tech collaboration and able to leverage peer and various resources to achieve target.List any licenses, certificates, registrations, or any relevant job skill or abilities not cover
Know how to locate key stakeholders, information chains, company processes, gaps when identify challenges in transformations and disruptive changes.
Good understanding on business value stream mapping and able to lead deployment of digital product. Accelerate business growth from portfolio/productivity management, service management and D&T capability grow up.
Performance focus should be carried out in management and operation activities. Able to build performance KPI mechanism in multiple areas i.e., Digital product lifecycle management, resource management and vendor management.
Fundamental Technical skill to lead user requirement assessment, digital solution and integration design.
