Job Overview
The Senior Manager, Health Care Compliance (HCC) – Global Transparency Reporting Program is the strategic leader responsible for the design, implementation, and oversight of Johnson & Johnson’s global Transparency Reporting program. This position reports to the Senior Director, HCC Strategy & Execution Enablement and serves as the global program owner ensuring that all transparency reporting efforts meet applicable legal and industry/trade association requirements in every region. The Senior Manager leads end-to-end transparency reporting processes – from planning and data collection to validation, submission, and post-submission dispute resolution – maintaining full compliance with country-specific laws and regional industry codes. This role works closely with the HCC Director, Data Management & Tech Operations to ensure robust data sourcing, integration, and quality for reporting.
Key Responsibilities
Develop and lead a global transparency reporting strategy that ensures the program’s design and execution consistently meets all relevant country, industry, and regulatory disclosure requirements. Continuously evaluate and adjust strategy based on evolving external requirements.
Oversee end-to-end management of all transparency reporting obligations worldwide, including planning, data gathering and validation, report generation, and timely submission to the appropriate government agencies or industry associations. Ensure adherence to all internal and external deadlines and quality standards. Manage the dispute resolution process, coordinating the investigation and resolution of any reported data discrepancies or inquiries by covered recipients or regulatory bodies in a timely manner.
Partner closely with cross-functional teams – including Regional and Country HCC Officers, Legal, Finance, Information Technology (IT), Data Management, and business partners – to ensure comprehensive and accurate data capture for transparency reporting. Work in tandem with the Director of HCC Data Management & Tech Operations to secure efficient data sourcing, integration, and readiness of required data feeds for reporting. Implement standardized processes and tools for data reconciliation, corrections, and quality checks to maintain high data integrity in all reports.
Monitor and interpret new or changing global transparency laws and industry/trade association codes (e.g., new country legislation or trade association disclosure codes). Collaborate with Legal, Government Affairs, and HCC leadership to analyze external requirements and develop compliant processes and policies. Represent the company in appropriate trade association working groups and regulatory forums to stay ahead of emerging transparency obligations, influence industry best practices, and ensure timely implementation of new reporting requirements.
Implement continuous improvement initiatives – leveraging an Operational Excellence mindset – to enhance processes, systems, and tools (e.g., data analytics, reporting platforms) for greater efficiency, accuracy, and scalability.
Partner with the Director, HCC Data Management and IT colleagues on system enhancements and data analytics initiatives that improve transparency reporting capabilities (e.g., better data capture, reporting automation).
Prepare and present regular program updates, metrics, and insights to senior HCC management and business leadership, highlighting transparency reporting status, trends, and improvement plans.
Develop and maintain clear standard operating procedures and training materials for global transparency reporting, and advise/support HCC colleagues and business partners on responding to transparency-related inquiries from healthcare professionals or authorities.
Qualifications
Education
Required: Bachelor’s degree in law, Business, Compliance, Finance, Healthcare Administration, or a related field.
Preferred: Advanced degree or professional certification (e.g., Compliance, Legal, Risk, or Ethics‑related).
Experience and Skills
Required:
Minimum 8+ years of progressive experience in healthcare compliance, legal, risk management, audit, or related fields.
Strong knowledge of healthcare compliance laws, regulations, transparency reporting regulations, and industry codes globally, such as the US. Sunshine Act/Open Payments, and other international disclosure laws and trade association standards.
Proven ability to interpret and operationalize complex regulatory requirements into effective internal processes.
Proven ability to influence senior leaders and drive compliant decision‑making in highly regulated environments.
Data-oriented mindset with experience handling large data sets or utilizing analytics to support compliance reporting.
Strong analytical skills, sound judgment, and effective decision‑making and problem‑solving capabilities.
Excellent written and verbal communication skills, with the ability to communicate complex compliance topics clearly.
Preferred:
Experience in medical devices, pharmaceuticals, or broader life sciences industries.
Experience with compliance or data management systems and the ability to drive technology-enabled solutions for reporting processes (e.g., leveraging business intelligence tools, data management platforms for reporting) is beneficial.
Experience operating in highly matrixed, multicultural organizations.
Strong change management and influencing capabilities.

The expected base pay range for this position is $122,000.00 to $218,500.00
